According to google,The problem of unemployment gives rise to the problem of poverty. The government suffers extra borrowing burden because unemployment causes a decrease in the production and less consumption of goods and services by the people. Unemployed persons can easily be enticed by antisocial elements. By the time of the Empire (Rome was first a Kingdom, then a Republic, then an Empire), the number receiving this corn dole was set at around 200,000." So if you were a citizen who was unemployed, you could at least be fed. Later the grain ration did become a dole for the poor.

according to google,Unemployment is a term referring to individuals who are employable and actively seeking a job but are unable to find a job. Included in this group are those people in the workforce who are working but do not have an appropriate job. Usually measured by the unemployment rate, which is dividing the number of unemployed people by the total number of people in the workforce Unemployed individuals not only lose income but also face challenges to their physical and mental health. There are societal costs of high unemployment. Governmental costs go beyond the payment of benefits to the loss of the production of workers, which reduces the gross domestic product.
