I do not really like the Plato's Quote and I'm disagree with He, because here we can read how he label people. We don't know if a person is intelligent or not with this. Also We can think, for example, that is shy or a reserved person.

Maybe if he said it in a different way would have had a better meaning.

The next time you're going to say something, stop for a second and think I have something to say?. It's to easy to talk, but it's difficult if you don't know about a topic and you just want to participate.

Do not fall into the error of issuing messages that have nothing to contribute. We can confirm this with two points:

The first is that meditating will always help you solve many problems, that is why we have this idea of wise people, because they are people who analyze before saying or doing something, in addition to that the phrase "Think first do later" is very efficient in everyday life because it allows us to solve and avoid problems

The second argument is that "fool" people do not think before acting, making their reactions always impulsive and therefore they can make many mistakes due to not thinking about what they are going to do or say and by not planning something they can have a wrong result

I agree with Plato's quote because when people don't think about what they are saying, they hurt people or make the situation uncomfortable. Wise people analyze before speak and try to say the appropriate words for each person or situation.
If we analyze our own words we can help people because we are going to empathize with his situation and we'll make them feel confident.
Sometimes, people say some things to look smart but they don't think about what they're going to say and they can be rude with the others, his words can be vert direct.

My second argument of support is that when you speak with wisdom and with the open mind, it helps you to understand other points of view without criticising the other person's opinion in any way. My supporting argument is: No matter what wise men speak, always is a good reflexion or a good thought. My examples are a wise men meditate something and analyze all the situation.
My other supporting argument is that fools people just want attention, or althogh sometimes it´s a good comment like sports or about the toipic in this moment and sometimes just react rudely about them.
So my opinion it doesn't matter if you are wise men or fools men just tries to always help with a good commentary or good opinio and if it's not good, just don't say it and you know that you you analyze what you're going to say so you don't hurt anyone.

For example, if you talk about delicate topics like eating disorders, without empathize or being informed you could give a bad impact on people who suffers that kind of problems, or if you give fake safety precautions about a specific place (like a building, a zoo, etc.) or you don't know about them, you could put your own and other people's lives on risk.

You could spread misinformation also, because some people might think that what you are saying is valid or legit, when, most probably, it's not, and you would be only contributing the spreading of ignorance in the world. It's possibly to see an example with the current pandemic, Covid-19, and how some people are just spreding rumors about the topic, confusing many people, and also putting their lives on risk. I think this phrase is very right, because if you do not contribute anything or have only a very limited knowledge on the subject, it is better that you limit yourself to not questioning or assuring anything; I do not mean that if you do not know something, do not speak, I think you can speak or give your opinion on how little you know but if the information is correct, in fact if you do not know a topic you can listen to those who do know it so that you can increase your knowledge and if Something they say does not seem right or true, you can remove that insecure by researching the subject and be able to comment on the subject the next time they talk about it.

I think we need to keep two important points in mind, have reliable information or arguments and speak sensibly and with an open mind. Why? Because if you do not have arguments or reliable information and you speak assuring what you say, people who know the subject may see you as an ignorant person and they will not take you seriously. And if you research to speak with arguments on a topic, you can expand your knowledge, because you can know things that you did not know before.

Having an open mind and speaking sensibly is the second important point, because if you listen to the point of view of other people you can see the subject from another perspective, you can increase your knowledge even more and people will see you as someone intelligent and sensible. Do not get carried away by your fanaticism because it does not let you hear another point of view, that's disrespectful.

There are many cases of people in school, in my family, on the street or in life in general who speak without knowing about the issues, and I really consider that they are fools. Because with their words they can hurt people.

I have a cousin who eats healthy and do exercise but she is overweight, because she has thyroid problems. Many fools have given opinions about her body, and they have caused her harm, since they do not know that she leads a healthy life but there are factors that trigger problems that people cannot control.

Inteligent people who are also empathetic, omits comments about other people's bodies, because they are aware that they don't know behind the person, but fools do not, and they go through life saying things just to say.

I think that we all have lots of ideas in our mind that we need to speak out and share it to the others. But we should speak out in a good and right way for don't make someone feel bad with our words.

1- He says wise men speak because they have somethign to say, and I agree, when someone is intelligent, when has a lot of knowledge and likes sharing it, the way they talk and they express themselves changes a lot, they say more certainly things.
2- Opposite to the previous argument, when fools speak they just want attention, and want to be like the wise men, but they don't like to study, to read, or even to learn what other people is saying that's why they always say stupid things and false arguments, because literally they don't even know what they are talking about.

For example, scientists know a lot of knowledge but that knowledge is specialized in a specific subject and they do not have all the knowledge in the world, they help to progress but not to know all the knowledge in an instant. That is a clear example that the wise do not know everything.
In conclusion, we people are the same, it is only that wise men stand out in a specific thing and they call themselves wise men.
