-Besides Shortages of food and utilities , Shortages of housing had become a major problem as majority of the people were unable to get a roof above their head. When the Japanese moved slaves to Singapore from Indonesia, there was a great increase in population. Furthermore, the housing  available was reduced from the bombing of  shelled residential areas from the Japanese . The process of rebuilding of these houses were also very slow, thus there was a very small residential capacity, far from enough to support the huge population. Shortage of housing also led to high rents and many people began to crowd together in one apartment while others built squatter settlements or lived in the streets. The living condition of the people therefore dropped drastically. This had led to the people living in unhygienic and cramped environment, leading to the outbreak of many diseases. Diseases such as Tuberculosis were  widespread because of the low hygiene level of people. This resulted in dissatisfaction and widespread communism. - In the recent years , a total of 176 HDB flats have installed solar panels and Energy generated through the panels are then used to power common services for the blocks , for examples , lifts . 
To develop its solar capabilities for  more sustainable houses , HDB is targeting to install solar panels across 5,500 blocks by 2020
