disarmament was an effective step to world peace but the league failed to do so, as they did not have indivisual European powers and not dependant by powerful nations like USA who act on their own, this meant powerful countries could still start war with their military capacity yet they could do nothing to stop the conflict 

Though there were attempts at disarmament, many of them were failures.

For example,

World Disarmament Conference (1932-1934); Germany insist on match other powers to armament level, France refused, Britain and USA didn’t want to follow France request. Germany withdrew from League

League Commission to prepare for World Disarmament Conference(1926); Britain & France did not cooperate 

Abyssinian Crisis;

When Abyssinia had common borders with British colonies , its closer to Europe. When Italy invaded Abyssinia in 1935 due to being allies, Britain & France failed to impose sanctions. Hence , making Mussolini and Hitler’s ambition bolder.

Munich agreement- Chamberlain thought Hitler was a man to be reasoned with and gave him a part of Czehoslavia as to stop hitler for demanding, but hitler later invaded and  took over the entire country.

Soviet Union signed the non- aggression pact with Germany. The purpose was so that no military action could be taken against each other for the next 10 years. The Pact  also had a secret agreement to later divide eastern europe between themselves.
