Technology can make advances in weapons and that will give one side the advantage. Strategy can help make things become easier to get the upper hand, and allow you to pick off the enemy and catch the enemy off guard so you can win. For example the attack on pearl, japan had an advantage over (literally over) the US. Germany attacked by air and sea, they had to over take the port to make sure no one left because in one of the ships contained an iron ore.
