The Rohingya refugee crisis is a human rights and humanitarian disaster that has, in one year alone, rapidly grown in numbers, yet declined in access and resources. More than 1.3 million refugees — targets of violent attacks in Rakhine State in Myanmar — and host community members have been affected.

• June and October 2012: Targeted religious violence in Rakhine State noticeably affects large groups of Rohingya. More than 200 people are killed, and another 150,000 rendered homeless.

• 2014: The first official census in decades is conducted — and the Rohingya are forbidden to participate.

• November 2015: Democratic elections are held for the first time since the easing of military rule. The Rohingya are excluded from participating as both candidates and voters.

In August 2017, attacks on the Rohingya community by the Burmese military and others included mass killing, rape, torture, arson, arbitrary arrest and detention, and forced displacement of more than 700,000 people. The 2017 report issued by the Museum and Fortify Rights, “They Tried to Kill Us All,”documented these atrocities.

“Our analysis concludes there is compelling evidence that Burmese authorities have intentionally sought to destroy the Rohingya people because of their ethnic and religious identity,” said Naomi Kikoler, Deputy Director of the Museum’s Simon-Skjodt Center for the Prevention of Genocide. “The Rohingya victims we work with feel abandoned. The world has turned a blind eye to their persecution – just as it did for victims of the Holocaust.”

The government refuses to grant the Rohingya citizenship, and as a result most of the group’s members have no legal documentation, effectively making them stateless. Myanmar’s 1948 citizenship law was already exclusionary, and the military junta, which seized power in 1962, introduced another law twenty years later that stripped the Rohingya of access to full citizenship. Until recently, the Rohingya had been able to register as temporary residents with identification cards, known as white cards, which the junta began issuing to many Muslims, both Rohingya and non-Rohingya, in the 1990s. The white cards conferred limited rights but were not recognized as proof of citizenship.

In 2014 the government held a UN-backed national census, its first in thirty years. The Muslim minority group was initially permitted to identify as Rohingya, but after Buddhist nationalists threatened to boycott the census, the government decided Rohingya could only register if they identified as Bengali instead.

Rohingyas arriving in Bangladesh said they fled after troops, backed by local Buddhist mobs, responded by burning their villages and attacking and killing civilians.

At least 6,700 Rohingya, including at least 730 children under the age of five, were killed in the month after the violence broke out, according to medical charity Médecins Sans Frontières (MSF).

Amnesty International says the Myanmar military also raped and abused Rohingya women and girls.

“I visited what is and what remains to this day, effectively a concentration camp or ghetto, where over 120,000 Rohingya are confined in Sittwe. I remember a man telling me that if the world would not help to free them from the camps, then to please bomb them as death would be preferable to the horrible conditions that he and his family were forced to endure,” the expert said.
           
More than 1 million Rohingya survivors live in Bangladesh, in camps in Cox’s Bazaar and Bhasan Char. They are unable to return home, confined in cramped conditions often lacking security and cannot pursue their livelihoods, the expert said.

“The Rohingya in Bangladesh continue to live with the trauma of what they witnessed by the deaths of their loved ones, by the loss of their community, their homes, by the attempted destruction of their very identity,” Andrews said.

A Rohingya armed group brandishing guns and swords is responsible for at least one, and potentially a second, massacre of up to 99 Hindu women, men, and children as well as additional unlawful killings and abductions of Hindu villagers in August 2017, Amnesty International revealed today after carrying out a detailed investigation inside Myanmar’s Rakhine State.
Based on dozens of interviews conducted there and across the border in Bangladesh, as well as photographic evidence analyzed by forensic pathologists, the organization revealed how Arakan Rohingya Salvation Army (ARSA) fighters sowed fear among Hindus and other ethnic communities with these brutal attacks.
“Our latest investigation on the ground sheds much-needed light on the largely under-reported human rights abuses by ARSA during northern Rakhine State’s unspeakably dark recent history,” said Tirana Hassan, Crisis Response Director at Amnesty International.
