The toll of war is apparent. Billy expresses his fear that mankind is doomed (not only mankind). He believes that earthlings will go too far for their human desires. They will not only destroy themselves but also the entire universe. 

By incorporating this exchange between Billy and the Tralfamadorians in his novel, Vonnegut sends a clear message: war destroys everything.

I Billy Pilgrim, the tape begins, will die, have died, and always will die on February thirteenth, 1976.

This may suggest that Billy's future cannot be truly determined. "Billy Pilgrim says" is a way to indicate that the tales of his death are subject to human (3D) vision. 

This paragraph also gives the impression that Billy is losing his mind because knowing the exact date of your death is crazy.
