That they make everything better, when in fact, it seems to make everyone's job more difficult. While in the service, supervisors had to write these annually. They turned into huge issues due to the unreliability of them. Everyone would get the highest marks possible and if you didn't them you were shunned. On the other hand, if you as a supervisor didn't give you subordinate the highest marks, you were questioned like you were a suspect for murder.
