They are a completely independent organisation and have no bias toward or against the Police. They determine who deals with different complaints. The smaller cases can be dealt with by local police forces, whereas, the more serious, larger cases will be investigated by the IPCC, independently.They demonstrate authority as they are the people who determine whether the Police are doing their job properly, or not. They are there as a back up to ensure there is no corruption or unfairness in the Police Service and, if there is found to be, they may discipline those involved. This includes institutions such as Prison, Young Offender Institutions, secure training centres, immigration detention facilities and so on.

They would be a figure of authority for any of the institutions that contain those convicted of crime, and can press sanctions and consequences onto those institutions if they do not meet the required standards for imprisonment

After the perpetrators had been imprisoned, the IPCC investigated 10 Police Officers involved with the scandal. Generally, as an individual ascends through the ranks within a Public Service, they will acquire more authoritative power the higher up they go, being able to display more authority to members of the lower ranks.
