         <description><![CDATA[<div>The Independent Police Complaints Commission was set up to deal with complaints about the Police, alongside helping the Police deal with complaints themselves. They are a completely independent organisation and have no bias toward or against the Police. They determine who deals with different complaints. The smaller cases can be dealt with by local police forces, whereas, the more serious, larger cases will be investigated by the IPCC, independently.They demonstrate authority as they are the people who determine whether the Police are doing their job properly, or not. They are there as a back up to ensure there is no corruption or unfairness in the Police Service and, if there is found to be, they may discipline those involved. The IPCC being able to discipline the Police demonstrates authority within itself.</div>]]></description>

         <description><![CDATA[<div>Her Majesty's Inspectorate of Prisons for England and Wales is tasked with overseeing the conditions and treatment provided to those that have been detained or imprisoned. This includes institutions such as Prison, Young Offender Institutions, secure training centres, immigration detention facilities and so on.<br><br>They would be a figure of authority for any of the institutions that contain those convicted of crime, and can press sanctions and consequences onto those institutions if they do not meet the required standards for imprisonment&nbsp;<br><br>The HMIP regulates prison and their conditions </div>]]></description>
