Once there's an understanding or people are at least civil they can discuss an agreement. Boundaries regarding something of tradition such as religion, would take decades if not centuries to heal. But there is a chance of settling this dispute. It will take many skilled mediators because the officials may not want to look each other in the eye. It will take the cooperation of all 4 quarters to come to an agreement but also making sure that all religions are treated fairly. Working conditions and other basic needs have to be equally distributed among the people of 'new' Jerusalem.
