Supply chain management is about cost optimization and moving product to prepare for any predicted booms and busts while minimizing wastes, putting production locations in places that are minimal risk while cost effective, having flexible transfer routes for inventory in case of incidents to avoid longer losses, and having adjustable production capacity to handle booms and busts while minimizing the cost of said flexibility. (Cost is not just money, but human capital, time, and opportunity cost in general).
