You can use cool eye gels, an ice pack or even a cool teaspoon on your eyes to de-puff them. Then slowly massage around your under eyes. The coolness delivered by these things will constrict the blood vessels under your skin surface and the compression applied can stimulate the body’s natural retort to drain the accumulated liquid in the zone.
