If Missouri was admitted as a slave state, the balance of free to slave states would be off. In the end, The Senate and the House came to a compromise. There were two parts to this compromise. Part 1 said that Missouri would be admitted as a slave state and Maine (which used to be part of Massachusetts) would be admitted as free. There were 22 states at the time and they were evenly divided between slave and slave free. If Missouri was admitted and had slaves, it would make the slave and slave free states unbalanced.
