         <description><![CDATA[<div>The Workforce Investment Act, or WIA as it is commonly referred to, was passed in 1998.&nbsp; It is a three tiered service that consolidated previous job placement programs.&nbsp; The first tier provides assistance with searching for jobs.&nbsp; The second tier emphasizes the importance of the individual’s readiness to be hired.&nbsp; If the individual fails to secure employment in the first tier they become eligible for the second tier, which includes case management to help empower the individual.&nbsp; If this step is unsuccessful, the third tier offers actual job training, which for many is a  crucial step toward finding employment.&nbsp;</div>]]></description>
