Also confusing is the fact that K-2 instruction is explicit and systemic but 3-5 instruction is supposed to be balanced literacy? 

This is a very confusing plan that demonstrates to me a lack of specific direction and an understanding of the timing of a classroom. This plan also seems like it could rely heavily on the instructor to ensure that all foundational skills are covered and to make sure that all the material has been covered.

This plan successfully moves students through both whole group and small group instruction. We had a hard time following exactly what this reading block was doing. Most of our issues are with the document rather than the ideology but it is hard to make heads or tails of this document. (Center is spelled wrong? ) We would like to see more metacognition and reflection time.

We think that the waves are supposed to represent an RTI set up. Wave two, or tier two, is the group which participates in whole group instruction just like wave one, but these students need additional support to connect with the content. Wave three, or tier three is the smallest group of students who receive very targeted and intensive instruction to help them catch up with their peers. Wave three groups are just one to three students and these groups must work with highly skilled interventionists and instructors. 

This plan is focused on strategy and explicit instruction which must be beneficial, the theory of carrying one literacy plan through elementary makes a lot of sense. We think there might be some difficulty from instructor to instructor. Everything is laid out very systematically and logically, however we do believe that instructors would absolutely need training in this plan before they are equipped to teach their students using the plan.

We liked her ideas and believe that these strategies can be used in more grades than just k-2.

This block plan is very generalized to fit the needs of the specific class, this is a double edged sword, a positive in allowing the class to stay focused on what still needs to be learned, but a negative, in leaving room for teacher error!
