         <description><![CDATA[<div>only free men over 18 could be citizens. no slaves, no women, and they had to be born in athens. it also means that instead of voting for 1 man to be in charge and make all of the day to day decisions they vote on all of them.<br><br>this links to the greek because they had a council called the council of 500 which would vote for all of the day to day decisions for 10 years and then the next group would be selected.</div>]]></description>
