         <description><![CDATA[<div>Although, their were fugitive slave laws they were not really enforced  in the North, due to this escaped slaves from the south believed they no longer had a "ruler" and that nobody could tell them that they had to go back to the South, because the South was not in charge of the North. This lead to an influx of freedom movements within the slave class, and more slaves trying to escape to the North.</div>]]></description>

         <description><![CDATA[<div>The Wilmot Proviso proposed an American law to ban slavery in territory which was acquired from Mexico during the Mexican War. The proviso was first introduced by David Wilmot in 1846 to the House of Representatives, which was passed by the House but not the Senates. It was later introduced in 1847 and the results were the same-passed by the House and failed by the Senate. This had continued all the way to the Compromise of 1850. </div>]]></description>
