When the quote is said, Jonas smiled, but he knew it was a grim statement. In other words, you could say that Jonas was scared because an unfamiliar aircraft was flying overhead. The author is trying to make us see that some are sad and forgiving even though he causes them to be scared and does not think he should be released. To me this quote means that we should forgive people for unintentional mistakes. In the real world I see this as someone making a mistake and getting put to jail. This passage had significant impact on my thinking of punishing people for unintentional actions.
