Often times in society, people would like to provide push back or buck towards the system that oppresses them. When the officials came to take Elizabeth, Proctor resisted, failing in his attempt. Although he failed, he still tried because he believed it to be unjust. The fears of society hinder people as if they're in chains. Just refusing to not participate in the policies or practices doesn't help a lot, because these things are set in stone. Some people may not be aware that they're enforcing the systematic racism. Ignorance may lead to an inevitable cycle. In this cycle, there is all conformity, no non compliance.
