It started in 1975 and lasted through 1979 when Vietnam took power. The people who were responsible for this act were the Khmer Rouge. The Khmer Rouge wanted to move all the Cambodian citizens to the countryside, but their plan ended in the citizens' starvation, forced work, and torture. Many countries around the world feared the Khmer Rouge after that.

The ABC-Clio article "Cambodian Genocide" states, "Politically, the Ford administration, following the Vietnam debacle, was not inclined to get involved in the crisis in Cambodia. In 1976, Jimmy Carter, a Democrat, was elected president of the United States, and he did not want to risk another Vietnam-style engagement in Cambodia." This quote explains that Ford and Carter were scared of what would happen if the U.S. would go to war with Cambodia. My next quote to back up my claim is according to ABC-Clio in the article "Cambodian Genocide." It states, "The air war over Cambodia strengthened the radical elements of Cambodia's Khmer Rouge, whose rise to power in 1975 coincided with the retreat of the United States from Vietnam." This explains that later in the Vietnam War, the U.S. retreated because of the Khmer Rouge in Cambodia. The U.S. knew how much power the Khmer Rouge had and retreated. My last quote to back up my claim is according to the ABC-Clio article "Cambodian Genocide." It states, "Again, for many if not most, the dark cloud of Vietnam hovered over U.S. foreign affairs, especially those that pertained to issues involving Southeast Asia. By the time Carter's term came to an end, his administration was bogged down by the Iranian crisis and the taking of U.S. diplomats as hostages. In short, by 1979, when Pol Pot's genocidal regime was overthrown by Vietnam, the United States had done nothing to stem the tide of genocide in Cambodia." According to the EBSCO article “Khmer Rouge Comes to Power in Cambodia,"  "What the Khmer Rouge intended was to remove the entire population from the cities, move it to the countryside, and create a new social order based on agriculture and free of outside, imperialist influences." This quote explains that the Khmer Rouge was trying to move the population of Cambodia to the countryside to "free" the citizens from harm. Next, according to the EBSCO article “Khmer Rouge Comes to Power in Cambodia,”

This campaign included killing those Cambodians who were educated, individuals associated with the government and army of the Lon Nol regime, and anyone who had Western associations. Uncounted thousands died in this vengeance of the Khmer Rouge." This quote explains that the Khmer Rouge killed off the educated who were tied with the military or government. My final quote that helps with my claim is that according to the EBSCO article “Khmer Rouge Comes to Power in Cambodia,”  "In moving the population to the countryside, the Khmer Rouge rapidly began to implement their version of a new social order. This concept of society was military in format and was based on continual struggle. All citizens were to give complete allegiance to an abstract concept called Angka, which has been interpreted as 'organization' or, alternatively, as 'the people’s will.'” This quote explains that it was under people's will to surrender to the Khmer Rouge and retreat to the countryside.
