All of the city-states were united and conquered by Sargon. Also, the world's first empire was called the Akkadian Empire. Sargon was demanding tributes from many city-states and because of that, he was able to gain a lot of wealth and power this way. Finally, the Akkadian empire lasted and survived 250 years.

After 250 years of the Akkadian Empire, the empire came apart and many city-states regained their independence.

The king of the city-state, Babylon, created the empire of Babylonia under kingly rule. Their king's name was Hammurabi and he was notable since he could develop one overarching set of laws for the whole empire. The laws were based on family, justice, and fairness.

1600 BCE
