Riis created "How the other half lives" and that accomplished middle and upperclassmen of the cities finding out more about poverty.  And it showed how poverty was a huge problem in cities with people living in the slums.  Jane Addams founded the Hull House in Chicago's poor, industrial western side.  The Hull House was actually the first settlement house in the US.  The Hull House provided educational programming, health services, libraries, and other resources to help the unprivileged people in the industrial areas of Chicago. Today the reform movements do much as well. The Poverty reform movement substantially increased the government's role in social welfare and assistance to the underprivileged. There is another reform movement just like this, The Welfare reform. The Welfare reform changed government benefits into paychecks, to help the underprivileged on their feet. Something similar is that both Then and Now created places for the poor to stay and get back on their feet. Back then there were tenement houses.
