Moreover, the italicized words "The Voice of Fate" give an impression of authority, with the speaker literally personifying themselves as Fate. We have no idea who he is at this point but he had performed one heroic deed by saving Evey with the usage of killing, which sorts of puts him at an anti-hero status. The dialogue, proxemics, actions, and camera angles all work cohesively to establish V's characterization in response to the nature of the newly polished society. Moore has elevated V compared to Evey to paint him in an authoritative and nurturing role for Evey who has labeled herself as a helpless child. This paves way for the readers to understand V's intentions as he mentions how "we can start again" and this along with many keywords such as "victim" and "cruelty" have been italicized which implies Norsefire had victimized the governed and demolished their individuality by perceiving them as statistics. V intends on opening Evey's eyes which can be reflected in his physical actions in wiping her tears and hopefully everyone else's to a morally justified anarchism. Through the form of a blaring speech balloon, officers are circulating the streets and in turn setting demanding regulations for the people of the city to quarantine. They claim it is a health and safety policy, however it plants reader speculations of the novel’s core theme involving the government’s political dominance to regain control over society. It sets a very dystopian feel as it is hinted that those who disobey the quarantine policies will be punished by one of the many men in uniform roaming the streets.
