In episode 3 of “Falcon and the Winter Soldier”, at the Global Repatriation Counsel Supply Depot, Karli and one of her crewmates stand outside. The crew members suggest to Karli that she take some time to grief over her mother, who has died as a result from the aftermath of the blip. Karli refuses and then asks her member if they ever thought they would end up here. He expresses that he’s always been looking for a way out, and Karli says that she always believed she would become a teacher. Karli then says that she never thought she would end up in Madripoor “but then when everybody returned, and we got put on the streets. I knew it was the only place that had something that I could use to protect us.”

Karli then mentions how scary it was to be injected with the serum, the super soldier serum.

In episode 4 of “Falcon and the Winter Soldier”, Karli attends Mama Donya’s funeral. Mama Donya saved Karli and many other children by feeding them, clothing them, and most importantly loving each of them. Karli gives a speech and mentions that she never remembered her parents or any of her family, but she has instead been forced to remember feeling extremely alone. Karli expresses that feeling alone was worse than the hunger, cold, and fear she faced; until Mama Donya saved her. Karli then starts to inspire the others at the funeral with the rest of her speech. Karli expresses that Mama Donya taught her that they had to protect each other because “they won’t”. Karli then says, “they impose struggle and hardship on us then labeled us as criminals for pushing back.” She then says that their hardships are what brings them all together.

“For we are, after all, simply one world and one people.”

In episode 6 of “Falcon and the Winter Soldier”, the radical group, the flag smashers attempt to disrupt the Global Reparation Council’s meeting; where the council was debating and voting on the Patch Act: an act that would force relocation of refugees. This led to the attempt of invading the meeting by the Flag Smashers and resulted in a lot of fighting and destruction. Ultimately, the fighting led to the death of Karli, who was shot.

After carrying Karli to a medic, Sam then broadcasts a speech while he is talking to the members of the Global Reparation Council. He then asks if they are still planning on resetting the boarders, which the council says the troops will be relocating refugees soon; and the members keep referring to the Flag Smashers as terrorists. Which upsets Sam; he then makes the members realize that refugees see those members as terrorists themselves.

He then explains to the members that they have the powers to move boarders, knock down forests easily.

“You can feed a million people with a phone call, but the question is, who is in the room when you are making those decisions?”

“Is it the people you’re going to impact? Or is it just you?

“I mean, this girl died trying to stop you and no one has stopped to ask why.”

“People believed in her cause so much that they helped her defy the strongest governments in the world.”

In episode 4, we learn about Karli's personal experience, and it reflects the reality for most refugees today. Karli mentions how the GRC is responsible for putting refugees out of their homes and out onto the street. Karli's speech shows the idea that shared hardships can unite people and that they are all part of one world and one people. This connects with why Karli and her members are against the Patch Act, mentioned in episode 6, which would force relocation for refugees. The Flag Smashers attempt to disrupt the meeting, resulting in chaos and violence, due to their beliefs. Karli's experiences and the actions of the Flag Smashers lead to a critical moment where Sam confronts the council.
