I propose to bring the time management topic up to an specific scrum ceremony (can be retrospective). The team should express their opinions about how the team is using its time and get an agreement on how to behave from now on based on the team and project status. It is important the direction of the Scrum Master to not avoid "the time we spend playing games/watching videos" topic.
