They are symbols of the story in a way that they follow each other. They fly in a group and look exactly the same and aren't allowed to be different. They depend on each other and are all similar. The sparrow birds symbolize the sorority group. 
Heather birds represent Millicents freedom, her individuality, and making her own choices. She doesn't want to be held back by others and wants to find her own unique personality.
Heather birds and sparrows are introduced near the end of the story. Once Millicent hears about the heather birds she has an epiphany and realizes that she can be free and happy. She doesn't have to be depressed during her initiation, she can discover her own personality and be herself.

This quote symbolizes how the sorority girls are all the same and don't have an individual personality. If Millicent joins the sorority then she will not be free like a heather bird and will not have a say in what she wears, does, or even says.
