I think people won't always make wrong choices because people know what is right from wrong. Even though they don't see everything that Jonas sees it doesn't mean they pick bad. When people make a wrong choice it is their fault not Jonas' fault.
2.) I think the Giver was serious because maybe he knows a memory from when someone made the wrong choice that was dangerous. Also, the Giver doesn't joke around a lot. Since the Giver has such important memories, he shouldn't need to deal with small matters that people without his memories can deal with by themselves.
Question 2:
Yes, we think that the Elders did make the right decision. As long as the right ones are chosen, The Receivers of the past have proved that they are capable of handling these memories. It's better for only one person to handle these memories than the whole of society. "The Giver's" society has proven that they can't handle these memories.
Question 3:
Only one person must contain the pain of these memories because only one person (not even 1 person some of the times,) is capable of handling these memories. Even after receiving a month's worth of memories, "The Giver's" society has proved that they can't handle these memories. Most of the Receivers have proved that they can handle them.
