If # of people is greater than # of slots, then possibly split each duty by 2 or by trimester (as suggested by others)--obviously, this should be done in advance to save time during meeting. 
Then the person can choose 1 slot when their stick is picked.
Stick cannot be put back in until all sticks have been picked, meaning all interested members have had a chance to choose 1 slot. 
If there are more available slots, repeat process.

Unfortunately, that same fact also reduces the likelihood of those committees being included in the 40 hours list in the future because someone who wants things to happen for Patterson will step up!
We need to find a balance that does not result in burnout, resentment, or people being taken for granted.
