In my opinion, government is the most important characteristic for Messopotamia. Without Government, the city of Mesopotamia would fail and food would go bad because no one has a job, and also there would be no laws, and a bunch of robbers.

However, the competition over resources and trade routes between the many city-states led to frequent wars.”

According to Elements of Civilization: Government it states, “The Sumerian people were not the only ones to settle in the Fertile Crescent. As they developed city-states in the south, the Akkadian people settled in the north. The Akkadians watched and learned how the Sumerians thrived. Over time, they became rivals. “

This evidence shows the importance of Government, especially with trade routes and earnings, which could support the Government in major ways. This is one reason why the Government was very important to Messopotamia. Also with the government's decisions, they can decide on cultural growth and trade routes. That can expand the Messopotamia’s land and their earnings.

This evidence shows that the government of Mesopotamia is important for deciding on where to live, and what people's jobs are, and whether they go to war. And This is important because without the government for Mesopotamia they would stop thriving and overall end up not being one of the best first civilizations.

In the end we now know that Messopotamia was a very successful group, overall being one of the first successful civilizations. And how did they do this? It was because of the government, including Hummurabi’s Code, with all the strict rules that overall were pretty fair. But also the government decided if they should go to war or not, and with their choices they took over land and became one of the first successful civilizations.
