There is a difference between Dracula and the shop owner Leland Gaunt. Leland gaunt is a mystery he doesn't really show his power.  When he does its in little bits 
Dracula does try and keep back his horrible side you are shown. I chose this because this links and has further proof. In the film the shop owner Leland Gaunt is like a sly serpent. He temps people to do little pranks " come on its just a little prank " he says. 
He doesn't give in until the person agrees to do the prank. To make sure that the person stay on the barging he says " no one will know its you I promise "

I have chosen this because its history and is kinda evidence to my theory. That the man running the man running the shop is the Devil. 
He tempts people and unties them to do these deeds / pranks he wants then to do. 
The pranks are on people and the people who is being pranked blames the person they don't like.   

This comes under the tricked Cartorgiy of the myth about the devil tricking people.
