To prevent injury and save life, everyone play a part to be observant, obey the rules so control measures require change of mind set, take safety seriously. </div>]]></description>

         <title>LayLin, on the question of how control measures are sufficient? hmmm...I suppose the company need to keep statistics about safety, operational and staff welfare issues. From the statistics and feedback the company can then decide if the safety occurrences are acceptable; if  safety measures are causing operational difficulties affecting output, welfare and health. problems.  I suppose having regular feedback between staff and management, and safety circles, studying the root cause of every safety breach can help. The message that safety is everyone&#39;s business in the company is impt and all staff are encouraged to buy into this . I suppose if the measures are effective and cost efficient, there is also no need to overdo safety in the company.  Having safety consultants to provide advice, like Mike you, would be an asset!   </title>

         <description><![CDATA[<div>I guess it is hard to eliminate all risk, and there will come a time whereby regardless of how much is spent on the control measures, some risks cannot be totally reduced. Some industry are at a higher risk than others, so more measures are needed.&nbsp; We should look at the effectiveness of the measures rather than the sheer number of them. There should be a dedicated team to look at these issues, review it regularly, gather feedback, and implement changes</div>]]></description>
