Be very specific in the criteria for the feedback that you want students to give each other. Start by using student examples to practice assessing and giving feedback together.

Use "project plans". This is a contract between teacher and student that outlines the steps in order to successfully complete a project. This "balances students' choice... with responsibility for expectations."
