Public, private, charter, ALL have their inequities. I've personally experienced these inequities not having enough money to attend a private school, attending a public school that pushed its students through (without mastery) due to the No Child Left Behind Act, and winning an enrollment lottery  to attend a performing arts charter school. The variety in the institution shouldn't create disparities in the education , however, stigma and bias evolved, creating connotation about these institutions. Only good teachers and high scores are available at private schools, public school is my only option because of where I live and it's free, charter school is where kids that no other schools would allow in go, unstructured. If fact having experienced both sides of the fence, these stigmas and biases are created from the lenses of outside perspective. Having been a student in the k-12 educational system and recently been teaching in that system, the achievement gap is a systematic infrastructure created to keep us separate as we develop into contributing citizens of our communities. If mastery, project based learning, and apprenticeship were accepted pedagogical methods verses standardized tests created by a the "same" group of people for the "same" output of students. The "gap" is created, influenced, and manipulated by the powers that be. As educators, what we do in our classroom is the power to resolve the gap, by filling in the whole, building bridges, discovering alternative routes less traveled, etc...
