He was elected as Liberia's 23rd president in late 2017 and took office about a year ago, in January of 2018. The president's term lasts for 6 years and can be renewed once. 
Liberia was Africa's first ever republic and has been around since January 7th, 1822. The initial plan for the country was for it to be a place to voluntarily move black slaves in an attempt to end slavery in America. It was originally called Monrovia, but was changed to the Free and Independent Republic of Liberia in 1847.
Liberia is a special case where Imperialism isn't a part of its foundation. It was initially a place where African slaves fled to when they were leaving America.
