To turn on Bluetooth you have to pull down the notification bar from the top of the screen and then you will have to extend it again and you will see a Bluetooth sign which the user of the phone will need to press the Bluetooth sign and if it is turned on the Bluetooth sign will turn to a blue color.

To make the phone visible to others you will have to pull down the notification bar again from the top of the screen and pull it down again to extend it. Then you will have to swipe to the right and you will see an option called "phone visibility" and to turn it on you have to press it and the sign will turn into a blue color once it has successfully been turned on.
