There will always be people who does not resonate or act on the ongoing issues.Also,there will always be people who are aware of issues but ignore it. On the other side,social media spreads awareness  and influences people's mind that pushes them for a change. This ratio of people who do or don't act on the issue does not matter when there is a far enough reach.

To a large extent we agree that social media is an effective tool for change considering it's influence on a global scale despite having groups that don't resonate with ongoing issues. 
 
Dan’s edit&explanation : Social media may not necessarily be a tool for change as there will always be individuals who do not resonate or act on the opinions that are voiced out or the ongoing issues that are shared. social media consists of users from different age,ranging from as young as the age of 7 to individuals as old as 80. Because of this, different people have different agendas when using social media . there will be certain people who use social media for mere entertainment and are apathetic towards those who shine light on various worldwide issues. Realistically speaking, capturing the attention of readers may be difficult as there are those who are not experiencing the same issues which causes them to be rather indifferent towards making a change. In order for there to be a tangible change, social media users must be able to relate or feel for those affected .
