Abuse against civilians is the most important because it shows how the military doesn't care about the civilians. 1.) Punished protesters participating in unsanctioned peaceful gatherings
2.) Requires cellular providers to store all communications data for 6 months
3.) Bans religious activities outside of the "special designated places"
4.) Implemented discriminatory policies against gays and LGBT people
5.) Used cluster munitions and weapons to attack schools and hospitals
SIGNIFICANT- #3 because you should be able to express religion everywhere not jut inside a church, mosque, etc.
