Definition:

First of all, the original intention of NGOs is only to refer to organizations that are not government organizations. In Chinese, their essence is the most corresponding to non-governmental organizations. Non-governmental organizations (NGOs) not only refer to NGOs recognized and accepted by the United Nations system, but also include various other NGOs, especially those that operate in international venues and have strong international connections. Secondly, although NGOs can express public opinion to a certain extent, they have many limitations in the representation of public opinion. An NGO is an organization of civil society whose stated mission and values may be pro bono or serve a specific group of people. But in real life, it is very uncertain whether NGOs can truly represent the public opinion and how much procedure they can be the representatives of the public opinion.

Three functions:

1.To monitor the conduct of governments and international intergovernmental organizations. Non-governmental organizations can supervise the implementation of treaties, commitments, plans and projects of intergovernmental international organizations. They can also promote the implementation of resolutions and treaties adopted by various intergovernmental international organizations to urge governments to abide by their commitments made in the international community and actively exercise their supervisory functions.

2.Influences the decision-making process of intergovernmental international organizations. Since the end of World War II, it has been inter-governmental international organizations, especially those within the United Nations system, that have played a decisive role in the decision-making process of global development.

It could be argued that NGO is a non-profit public commonweal organization. It could be a voluntary organization formed by individuals or groups to promote justice and positive energy to solve social problems, environmental issues, human rights, poverty and other issues. For example, Beijing Global Village in China is a Chinese NGO where I have volunteered and worked as a journalist. This organization's projects focus on children who left behind in rural areas, especially in remote areas. Furthermore, it advocates the return of traditional Chinese culture to the countryside, advocates mutual help among neighbours, and helps farmers to sell green, non-polluted rice to big cities. It will help farmers to get rid of poverty, improve their living environment, and focus on the growth of rural children.

Three functions:

From the examples just mentioned, we can summarise three functions of NGOs. Firstly, it promotes cultural change in some part of the poor areas, for example, the education level of rural children is raised. Secondly, it improves the economic conditions of rural communities, increases agricultural sales, and drives local economic development by helping farmers. Thirdly, it promotes cultural change in some parts of the country. For example, some excellent traditional culture and manners have been brought back to rural areas by NGOs, and the methods of respecting the elderly and helping each other have been widely spread, so that the culture and the spiritual life of villagers in some poor areas have been enhanced.

NGO is a social organization established at the local, national, or international level with the goal of promoting economic development and social progress. As non-profit sectors, they do not belong to government departments or their affiliated organizations, and their members are not states, but individuals, social groups or non-governmental organizations. Non-governmental organizations have the characteristics of organization, civil nature, non-profit nature, autonomous nature and voluntary nature. Since the 1970s, NGOs have gradually begun to extensively participate in international affairs. With their role and influence in and outside the United Nations system expanding continuously, they have been recognized in various fields to varying degrees. It can be said that the UN system and NGOs support each other and have now formed a close cooperative relationship.

First of all, NGOs can provide diversified public services, such as public welfare services, reflect the needs of the public to the government and make reasonable suggestions. For example, in the field of environmental protection, there are many NGOs in China, notably the China Wildlife Protection Association and the Chinese Society for Environmental Science. The many environmental protection activities carried out by these organizations have greatly contributed to the development of the environmental protection movement in China, and have also raised people's awareness of environmental protection through a series of publicity activities.

NGO is a kind of independent organization which does not belong to the government and is not established by any country. Another view is that NGOs is a non-commercial and legal group. Meanwhile, NGOs is not profitable. All of its working capital comes from donations from the world. Non-governmental organizations include environmental protection organizations, human rights groups, social welfare groups that take care of vulnerable groups.
The first function of NGOs is to help the weak and the people in need, such as the victims or the sick who have no money to treat. For example, the Red Cross Society of China is a public welfare social organization. In other words, the Red Cross is a kind of humanitarian relief activity, and national, religious and other reasons do not hinder the objects of relief. Second, NGOs can also be good advocates for people to protect the environment better. For example, Greenpeace is a typical non-governmental environmental protection organization. They are committed to advocating that people should pay attention to the protection of the ocean and avoid the ecological imbalance caused by excessive hunting. In addition, they also advocate reducing excessive deforestation, increasing green areas and reduce the problem of global warming. Another characteristic of NGOs is that they can protect women and children from harm to society. For example, the women's United Protection Association of China unites and advocates women's participation in economic construction to promote the peaceful development of society. Moreover, they also help women and guide them to find self-confidence, avoid domestic violence, and help women and children establish a connection with society.

NGO are organizations whose main purpose is not to make profits, but to help vulnerable groups obtain for their interests. First, protecting the diversity of animals. WWF's work in China began with the protection of pandas. From 1985 to 1989, WWF and the State Forestry Administration successfully conducted the second National Panda Survey, and subsequently developed the National Panda Conservation Plan, which was approved and implemented by the State Council. In my opinion, more free public sports fields should be placed in my city, because there are many dwellings and large shopping malls here, but they can't contribute to the health of residents. I think more free open badminton courts, tennis courts, basketball courts can be placed by the government. These places can improve the physical fitness of the residents and make them better. These events prove that WWF is dedicated to protect the diversity of animals through. By working with authoritative organizations such as universities, institutions, or state departments to better leverage local policies.

The second point is to help earthquake relief work. Founded in 2007 by Chinese martial arts star Jet Li, One Foundation is the first private public foundation in China. After the April 20 Lushan earthquake, the One Foundation worked with the government, NGOs and other partners to carry out emergency relief, resettlement and post-disaster reconstruction, benefiting a total of 400,536 people. Since 2014, after the end of the emergency relief and transitional resettlement work, the One Foundation has focused its efforts on supporting the reconstruction of the Lushan earthquake area with disaster reduction at its core. The goal is to create a resilient home where everyone is aware of disaster reduction and every family is capable of earthquake resistance. This tells us that NGOs have a certain capacity to help victims of natural disasters by raising public funds.
