The Black Plague was considered uncontrollable because it took out over half of the people, and was consistently taking people out at an immense rate. In the 1300s, it was plague-ridden, reducing the population, and causing social injustice and endemic warfare. Due to the number of illiterate people there, it was harder to solve any problem they had, and it's not like anyone helped the "low-status" poor people.
