It granted voting rights to African Americans. The amendment was revolutionary because it extended the rights of African American citizens. It was a large step in gaining equal rights for all men under the Constitution. The passing of the 15th Amendment urged other sorts of programs on as well. It caused many states to open public schools and ban the prohibition of interracial marriages. African Americans also started to get elected to hold public office.

The southerners were hoping to restore race relations. Some examples of the black codes would be that African Americans would not be able to vote, or serve in a jury. They were forced to sign labor contracts and if they left before the contract was expired they would receive a penalty. The black codes also prohibited African Americans from borrowing money to buy land, or rent land. The black codes were destined to force African Americans back into plantation labor systems that closely mirrored the systems in slavery times.

It did so by a revolution taking over to rebuild and restore the lives of once impoverished communities. Only after African Americans got full rights and started to participate in politics did this start to revolutionize. Things such as medical improvements, buildings, healthcare, streets, and homes got improved thought this era.
