         <description><![CDATA[<div>In this article, it explains Hugo Chavez who was the president from 1994-2006 who completed used his presidential title as a vehicle to destroy the diplomacy of Venezuela by replacing elected officials with his loyal friends which led to corruption, national debt, and a downfall of economic growth. Reason for the downfall include the pocketing of oil and gold revenue directly into Chavez pockets. </div>]]></description>
