Also, there is a cost involved, so the Board would certainly be interested in understanding why students are leaving. 
In terms of the IB Data Analysis, do you have access to the students who enrolled and left over the past x years? You could then indicate a trend (upwards or downwards) as part of the rationale for the study. Also, if you have students who left, perhaps you could provide them the questionnaire as well.
