You can find bacteria in any place that is dark and warm. This is beacuse bacteria is killed by uv light, so anywhere not near a window is a good place for bacteria to grow. Warmer environments also tend to help bacteria grow.

Everyone has to go to the bathroom. To unlock the stall, they have to touch it. Since people can't wash their hands between opening the stall and getting to the sink, this place would obviously have a ton of bacteria growing on it. Yuck!

Bacteria is naturally found in places it can survive, as previously mentioned. However, they can be moved by a human or something else touching it, picking it up, and putting it down somewhere else when they touch another thing. What makes them present is when they are placed in an area that they are able to survive and reproduce in.
