If I was a scientist measuring the level of pH in bottled water, we should use pH paper instead of phenophthalein because it is a synthetic material which might be poisonous to humans and hard to source in labs. It is also not the most reliable form of measuring the acidity or alkalinity as there is no way to know whether a solution is neutral or acidic becaue phenophthalein remains colourless in both solutions.

However, pH paper is more reliable and also less poisonous and easier to test vide batches of water.

A universal indicator, available as a paper strip or solution, is used in a lab to visually estimate the pH of a solution by matching its resulting color to a provided chart. It's made by mixing several different pH-sensitive dyes, such as thymol blue, methyl red, bromothymol blue, and phenolphthalein solution, which collectively provide a wide range of color changes from red (acidic) to violet (alkaline) across a pH scale of about 4-14.
