The people who were harmed by this trade were the local Prussians living around the Baltic Sea. In the beginning amber was traded freely, until the Teutonic Knights took control during the crusades. This is when the Prussians lost control over selling and collecting amber. The knights used violence and even killed people that tried to sell amber. This meant that the locals lost all of their freedom and main source of income, while the knights gained money and control.

On the other hand, land-based empires like the Ottoman, Mughal, and Qing where controlling trade along land trade routes. They used farming taxes and ruled over large, connected areas, this helped local and regional trade. These empires helped grow and support the Silk Road, which thrived before the sea powers became stronger.
