The responsibility with the Spotted Lanternfly lies on mostly three parties; the general public, farmers/outdoor businesses, and Government agencies/scientists. The public and businesses must prioritize removal of these pests from concerned properties and maintain their exclusion. And the government and scientists need to prioritize restrictive measures to help stop the spread of the lanternfly, and research further into effective ways to get rid of them besides killing existing populations.

The main stakeholders within the issue of the Spotted Lanternfly are the general public dealing with them on their properties, the agricultural sector/ outdoor businesses dealing with economic losses either due to crop loss or dealing with them as a nuisance outside. And the stakeholder of the government due to them both dealing with the economic loss from the lanternfly, and being the decision makers on how to manage these insects.
