From my understanding, schools tend to set  model responses as they often use the exemplars for teaching.

The syllabus document uses the term "reasoned arguments" -- would that include an explanation of  benefits / problems / threats etc.? In the 2019 O level paper, students were asked to explain the benefits of Smart Nation, so I was wondering if the scope actually extends beyond simply causes / strategies!
