2005年9月29日，《我国孤儿的现状与面临的困境》调查报告公布，这是55年来第一份由民政部牵头组织的对全国孤儿的摸底调查。调查显示，全国18周岁以下父母双亡及事实上无人抚养的未成年人共计57.3万人，其中超过三成没有得到经常性的制度救助，超过一半需要救助。而在占总数绝大多数的农村孤儿中，得到的救助比城市孤儿要少得多。

全国仅有约6.9万孤儿生活在儿童福利机构中。29.3万人得到了国家制度性救助，其中5.3万人得到城市低保救助，12.5万人得到农村五保救助，11.6万人得到农村特困户救助。除此之外，全国尚有20万，即接近总数三分之一的孤儿没有得到经常性的制度救助。在很多地方，救助的资金仅具有象征意义，最高不足当地正常儿童生活费的四分之一，最低甚至不足十分之一。如果把这部分孤儿包括在内，全国需要救助的孤儿占总数的55%，超过30万人。
