He was a crime boss for 7 years until he got arrested at 33 years old. But later on, the Bureau got the help of J. Edgar Hoover, who joined and rose his ranks fast, to then become the Assistant Director of the Bureau in 1921. Three years after that, he became the Director. His idea was to fix and make the FBI much more professional. He accomplished this after firing bad workers and hiring new people. The Bureau created the Identification Division which helped investigators find the identities to criminals using finger prints.
