If you sell cosmetic products, they must be safe; there are specific requirements for composition and labelling.
The products we sell in the UK have to go through the EU regulations before it is sold in a shop\salon etc. This is because there are banned substances in Europe due to the effect they have on the globe or the effect they have on people- therefor you need to be careful with selling products because if you buy from America and bring over to the UK then you can be taken to court depending on the severity.
There are also more reasons the products go through the EU, because there are certain rules that need to be followed. An example of this would be that all ingredients needed to be listed on the packet.
